In other words there are about five times as many cases and five times as many deaths where the two measures are neglected as in those outbreaks where they are enforced. I may say, before passing from that diagram, that you will see that almost precisely the same thing is true relative to diphtheria that is true of scarlet fever, that in the average township, village or small city, where the measures of isolation and disinfection are neglected, about thirteen Plate 937, page 31. In the localities where isolation and disinfection are enforced there are only about two cases and an average of half a death. In other words, there are five times as many cases of diphtheria and five times as many deaths in localities where these measures are not enforced. Now if this disease were attended to in every locality it ought to be stamped out entirely, but it is not, the measures are not enforced in every locality. I have here another diagram which gives the result in the State as a whole. Now, taking the State as a whole, we have on this other diagram Plate No. 939 a representation of what has occurred in the State before and since this work was undertaken.
